New article on semi-presidentialism

There is a new article by Steven Roper on semi-presidentialism in Moldova. You can find it in Europe-Asia Studies, vol. 60, no. 1, 2008, pp. 113-126.

Moldova is the only case of a country changing from semi-presidentialism to parliamentarism without, like Germany, democracy collapsing in the meantime.

Roper provides a nice summary of the politics of regime choice in Moldova in the period 1990-2000. He makes a similar argument to Margit Tavits, namely that popular election does not guarantee strong presidential power. (Those of us who live in Ireland can attest to that point). He also argues that Moldova’s premier-presidential form of semi-presidentialism undermined the integrity of the entire political system.
